The Brazilian government has chosen Bolsonaro’s last foreign minister for an embassy in Ottawa

França was Bolsonaro’s foreign minister between April 2021 and December 2022

With the signature of interim President Geraldo Alcmene, the Brazilian government sent the name of former Foreign Minister Carlos França to the Senate on Wednesday for his appointment as ambassador to Canada, published in the Official Journal of the Union (DOU).

To take charge of the Brazilian Embassy in Ottawa, França must first be approved by the Senate Committee on Foreign Relations (CRE) and then by the Senate Plenary. Last month, Canada gave França’s candidacy the thumbs-up.

A career diplomat, before becoming Bolsonaro’s Foreign Minister between 2021 and 2022, França was Senior Adviser to the Special Advisory Office of the Presidency (2020-2021) and Chief of Ceremonial Office to the Presidency (2019-2020).

He has been working in Itamaraty since 1991. He started in the management department. In 1997, he held the ceremonial position of the presidency in the government of Fernando Henrique Cardoso (PSDB). Then he served in the United States, Paraguay and Bolivia. In 2011, he returned to the ceremonial position in the government of Dilma Rousseff (Workers’ Party). In 2015, he left Itamarati to work in the private sector. He was Director of Corporate Affairs and Strategic Business at AG SA for Andrade Gutierrez Group.

França was Bolsonaro’s foreign minister between April 2021 and December 2022, having replaced the controversial Ernesto Araujo.
