President Guillermo Laso made possession Daniel Legarda, new Minister of Production, Foreign Trade, Investment and Fisheries.

Legarda, which was Deputy Minister of Foreign Tradewith the commercial agenda set since the beginning of the government and Minister Julio José Prado.

He will continue the policy of production, trade openness, investments, competitiveness and innovation, which are the axes of the Ministry of Production.

This morning, former Minister Prado takes stock of his administration during the 26 months he’s spent at the helm of this state’s portfolio. Prado had announced his resignation on Thursday, June 29, 2023 and was deposited on Monday in his office.

Daniel Legarda’s priorities

Legarda’s jobs will be to continue with the commercial opening of Ecuador to more markets. Ecuador has signed two trade agreements. The first was in March with Costa Rica and the second in May with China.

Ecuador has concluded negotiations on the agreement with South Korea, but is expected to sign it in September this year. In addition, $7.2 billion was allocated in approving new investment contracts, appendices, and pending applications.

With these ongoing tasks, Minister Legarda expressed: “My full commitment to a better country. We have a clear vision for productive policy. We will give continuity to the positive actions of this ministry, strengthening state and institutional policies (…)”.

Among the priorities, South Korea, is to overcome the yellow card, which was presented by the European Union, through a technological and innovative hunting tracking system. Likewise, the strategic plan will be launched to counter the effects of the El Niño phenomenon in the productive sectors.

In terms of the trade agenda, negotiations are set to start for a deal with Canada, as well as progress in exploratory talks with the Dominican Republic, Panama and other countries.

Regarding the Ecuadorian Innovation and Development Act (IDEA), its approval will be promoted so that approximately 99% of Ecuador’s non-oil exports enter the United States without paying tariffs.

Legarda is an economist by profession, holder of an MBA, Diploma in Competitiveness and several courses in Public Policy, Trade and Business.
