For this reason, UEFA is considering moving the fourth final of the tournament to Budapest because Puskas Arena is the only stadium in this European tournament for which there is no maximum capacity. Hungary is one of the most advanced countries in terms of vaccinating its population and for a month the procedures have become more flexible and the use of masks has ended.
I recall that both Manchester City and Chelsea asked to play the Champions League final at Wembley Stadium because they were two teams from the same country, but UEFA rejected this proposal and moved the final to Porto for the same reason, even the UEFA staff and sponsors could attend without Quarantine.
