The September meeting of the Inter-Institutional Council for Science and Technology (CICYT) took place virtually, which included representatives of the scientific and technological system and the academic sector headed by the Secretary of the Scientific and Technological Joint and CICYT President, Juan Pablo Paz, and the Under Secretary of the Ministry of Institutional Coordination and Coordinating Secretary of CICYT, Pablo Nunez.

During the meeting, the development of a plan to enhance human resources for science and technology bodies was mainly touched upon, especially the opening of competitions to add 1,000 scientists and scientists to the national system. “We seek to continue this strengthening program because the nation state needs to strengthen its scientific and technological base in strategic organizations and the hierarchy of scientists and technologists. We hope that this will be the beginning of a state policy that extends into the next decade,” Paz said at the opening of the agenda. Regarding the administrative process, “progress is being made and the first competition for access to new positions is expected to start in November.” The competition will be conducted through a unified computer platform (type SIGEVA) where it will be a list of all the profiles of the organizations and the applicant will be able to choose which one he wants to participate in.

In this sense, Nunez explained that “it is expected that by September the profiles will be prepared by the agencies, in October the system will be implemented and in November it will be available for them to apply.” The competition will allow access to the permanent plant within the scope of SINEP and will have a jury that will analyze the precedents, there will be a knowledge test and a psychological one.

On the other hand, the incorporation of the National Institute of Seismic Prevention (INPRES) into CICYT was discussed. Directed by Patricia Alvarado, the institute has 50 workers and is headquartered in San Juan County. “In accordance with the law that created it, the goal of INPRES is to conduct basic and applied research in the field of seismology and earthquake engineering,” Paz described and “would also access a plan to strengthen human resources for science and technology organizations. Representatives agreed to include INPRES in CICYT.”

The president of Universidad del Sur and CIN representative on the council, Dr Daniel Vega, stated that at the recent meeting of university presidents, they discussed the need to increase the number of full-time jobs at national universities, including for doctors and those with Ph.D. them, and their focus on scientific and technological research tasks.

In this sense, Nunez called for the initiative to be part of a global promotion plan to integrate scholars “who are listed in all possible vacancies such as national companies, regional agencies, universities and, of course, the private sector and productivity. In short, we have to work from a broader perspective.”

About the Inter-Institutional Council for Science and Technology (CICYT): It is the main institutional space for interconnection and interoperability that national organizations that carry out science and technology activities have.
