The House Speaker told the American public that the impeachment process resolution should be voted on today because it is fair to Republicans and Trump’s White House.

Pelosi used her time on the House floor to say that the resolution gives equal power to Republicans and the White House in the proceedings. Pelosi presided over the chamber as it voted on the rules package.
She said that the resolution enables “effective public hearings” that gives the Republicans the “same rights to question witnesses as the majority.”
She called the resolution a necessary vote to bring “clarity” and to “bring people together rather than dividing.”
House Democrats refused to let House Republicans contribute to the impeachment procedures resolution scheduled for Thursday.
During a hearing on Wednesday afternoon, the Congressional Democrats repeatedly blocked Republicans from contributing to House Resolution 660.
The House Rules for the 116 Congress for this sessions says as follows about the rules for the minority party.
“Whenever a hearing is conducted by a committee on a measure or matter, the minority members of the committee shall be entitled, upon request to the chair by a majority of them before the completion of the hearing, to call witnesses selected by the minority to testify with respect to that measure or matter during at least one day of hearing thereon. “
The Resolution does not give the same powers to question witnesses that the majority gets. It gives them the same ability that House rules normally allow for.
Byron York reported that the resolution actually gives Rep. Adam Schiff ultimate power over Trump’s impeachment hearing being done in the House Intelligence Committee chamber. Speaker Nancy Pelosi will remain the ultimate authority over the chamber but she allows Schiff to run the entire show.
Democrats have given Schiff total control over the transcripts of depositions completed and made to the public. “The chair is authorized to make publicly available in electronic form the transcripts of depositions conducted by the [Intelligence Committee] in furtherance of the investigation,” says the resolution.
“It says they are authorized to disclose depositions,” Rep. Mark Meadows (R-NC) noted, “which means they can pick and choose which depositions they will release.”
The resolution will give Schiff the authority to call and conduct public hearings on impeachment. Chairman Schiff will be able control who the witnesses are. The Resolution gives Republican on the Intelligence Community, Rep. Devin Nunes, the right to ask Schiff to call a witness but no guarantee that he will have requests granted.
The investigation is focused on Trump’s efforts to push Ukraine to investigate Democrat political opponents and the Oval Office meeting craved by the country’s new president.
Two Democrats voted against the resolution. They are Jeff Van Drew (D-NJ) and U.S. Rep. Collin Peterson of Minnesota.
